With my experience the activation wasn't on my first bill with the phone but the second. I would say it has to do with when you activate it during your billing cycle.

If you are in contract you'll have to put down 15% cost of phone but if you're eligible to upgrade then you pay activation fee and first payment. If your a new customer you may need to put a deposit plus activation fee and first payment
