Yes, unlocked phones work best with AT&T in my experience,
However when you do get an AT&T sim card give it about 25 minutes to an hour after activation and reset the phone trust me every time I get a new unlocked phone my service doesn't activate immediately just give a little time

actually if you buy an unlocked phone and put in say an att sim card there is no guarantee that all capabilities will work. it requires a software update that the carriers are unwilling to provide. case in point a unlocked samsung s8 is fully capable of wifi calling but even with an att sim card you cant find the option to turn it on
