No, if the unlocked phone is purchased outright.

You have to pay for the phone either when you get it, or over time.

I was not required to sign any contracts with Verizon. I had the option to pay for the phone outright, or add a monthly installment to my VZ bill.

I had to since it is on a 2 years payback plan.
