Yes, you can sale it, I use Swappa.com to sell my unused devices, takes a little effort to set up your profile, get PayPal account, take pictures of device and build the sale of your device but it's safe and you'll always get the most money for your device and can be sold to others who want a locked device if by locked device you mean (locked to a network)?
