• You only need a phone plan if you want to use the tablet off of a wifi network. For example if you are traveling in a car, you would need to use a 4g network from a carrier like AT&T or Verizon. However, to be clear, you won't need a phone plan but you will need a wireless digital plan which is like a phone plan but without the phone part. In other words, you won't get a phone number assigned to your tablet and you won't be able to make calls on the tablet.

• You do not need a phone plan to use wifi on this tablet as long as you are in an area that has wifi. This tablet does not have to cell phone chip in it.

• The Samsung Galaxy Tab 4 - 10.1" - 16GB works off of Wifi (Internet access through a wireless router) and does not need a phone plan to use.

• No. I don't have a phone plan and I still can connect to the internet but if you want a phone plan you can get a phone plan.
