No, only has wireless for internet access, no 3G/4G/LTE. You can use a separate hotspot if needed. If you need carrier access you will need to get one from through your wireless carrier.

if it is just the wifi version it will not have cellular, you would need to buy the cellular version to have that capability, even thing I thing it will be 4G

Samsung dose offer the tablet with a 3g/4g service in it., You will mostly have to shop with a certain cellular carrier or try to find an unlocked tablet then you would have to obtain a SIM card form a Cellular Carrier. The 3g/4g options are typically more expensive. So keep in mind that when you do find it without a contract from a carrier it could be almost two hundred more then the WiFi only model.
