If you have a phone and you can use that as a mobile hotspot you can connect through your phone using Wi-Fi thus using your Data Plan to connect to the internet. A:AnswerMy last three Tab tablets had a light version of Microsoft software that seems to do most thing you need. It doesn't include the Outlook client but does have another e-mail client included that can be configured to your e-mail server whichever you use. Hope this helps, enjoy!
