• There are Internet apps you can download to use it as a phone as long as your connected to wi-fi. It comes with an app called hangouts that uses your email address to connect with other android users. You can send chats, video calls, and regular calls all in one app. I use it often.

• Not in the sense of a cell phone, but if you have a messenger with voice capability then you can use it that way. We chat is a text message app that allows voice and video calls to other We chat users. Skype has phone call availability without the receiver needing Skype. So there are ways around it not working as a cell phone.
