“Upon set up, do I have to add accounts such as google, etc? Or can I just add my wifi and have access ? Want to get for grand daughter to have at her mom's and here, but when going to her mom's, I would prefer that my accounts are not available.”

To use the google Play Store you will need an account. You will want this because it allows you to install apps. I would recommend creating a new free gmail account and not using your own account.
