• You can purchase a hot spot or depending on your cell phone service you may be able to sync your tablet to your phone.

• You can only connect to any wifi available as long as u know their wifi password, about a plan you can if your tablet has its own sim card..

• These are WIFI only so no sim cards. You could hot spot your cellphone or get a hot spot from your cell carrier. Otherwise the answer is no.
