It combines. You can choose whether you want to save to the device or the external storage, but you would have the total of what is on the tablet PLUS whatever the size of the card is you use.

As for your question what you see is 2 separate amounts 1 will be system total which means after the OS, apps and memory allocation your tablet phone or computer will take a chunk of that system memory. The other reading is memory card total like I said will be less than actual total.
