They have a version of Illustrator for Android called "Adobe Illustrator Draw". It should run on the the this tablet. Check it out on the app store or online to see if it meets your needs.

For your Galaxy S-4, there is an app you can download Adobe Draw. There are others too.

There is an app in the Google Play Store called Adobe Illustrator Draw; it can create vector illustrations and send to Adobe Illustrator CC or Photoshop CC
