“If I buy a table in the US, but plan on using it in Europe for most if its life, should I buy a charger in Europe or can I just use the USB cord with an European wall adapter? Hope it makes sense”

The European adapter will work, but it must have the same voltage output and the same or greater amperage output as the device requires. The output needs to be 9V at 1.67A or 5V at 2.0A The amperage can go slightly higher than those values, but not lower, nor can the voltage be anything other than 9V or 5V or the battery will be ruined on the tablet.
