According to Samsung's website, the answer is no.

However, Windows also has an app store which provides many similar apps as those found on the Android and Apple app sites.

BUT you can install programs like BlueStacks, which emulate an Android device in your PC, so THAT would be able to access the store and run Android apps within Windows (sort of like a Virtual OS).
