• Yes the watch has both, but only the ECG feature is authorized for use in the United States as of now. The blood pressure feature is not.

• Yes, it does have Blood Pressure and ECG. Although these features may only be allowed if you have a Samsung phone. Also, the Blood pressure feature is not allowed in the USA (yet).
