• Yes. Starting with the Watch4, they now use WearOS, so any app from the Google Play Store for WearOS devices can be used.

• It is not Tizen OS. It is now WearOS [cooperation between Google and Samsung]. Therefore you can install many watch apps from google play. So it should work fine with 3rd party apps. But for the basics, you should use Samsung Wear app to control the watch instead of using Google Wear app.
