Yes, you can make and answer phone calls on this watch. Do be aware that the mic will pick up a lot of background noise. I mostly answer calls on it around the house when my phone is in another room.

Yes, you can. If you have the lte version, just set it up with your carrier. But if you have the GPS model SM-R910, you have to pair it with your phone via Bluetooth and then enable the settings to take calls on other devices on your phone.
