“Thinking about purchasing this for my 91 year old father who doesn't use a cell phone. Could it still be useful for him? Could I at least keep track of his information on my android phone, or on my brother's iPhone using an app?”

This needs to be connected to the Galaxy Wearable app to read and keep track of all health/fitness capabilities. Fit is a little loose so keep that in mind too
Sorry, there was a problem. Please try again later.I'd ask you to connect it to a Samsung device to unlock the full functionality. Functions like ECG won't work if not connected to Samsung device. And I don't think newer samsung watches will work with iphone.
Sorry, there was a problem. Please try again later.I do not think it is compatible with an iphone. You may be able to monitor it with your android phone if you are relatively close to him or if you purchase the lte plan, which allows the watch to operate away from the phone.

Sorry, there was a problem. Please try again later.Not sure, maybe using WIFI. I am using bluetooth which I believe the watch needs to be near the phone to communicate but it might work for you through wifi just not sure if it has to be on the same WIFI
