Yes, it requires a phone, it does not go pass the setup screen when you first power it up, until you download the Samsung wear app and find device and pair with conformation of numbers on phone and watch.

The BT (GPS) version would require a Bluetooth connection to a compatible Android phone in order to make and receive calls, send texts, and so on. If you got the LTE (Unlocked) version, that would come with a built-in programmable SIM card. You could use those functions without a connection to a phone, but keep in mind, your cell carrier would probably charge you a monthly device fee for that.
