Yes of course. It should work without any issues. But I would contact AT&T just to be sure.

Yes. The phone comes in the "unlocked" state, so Best Buy will insert the correct sim card (no extra charge) for your carrier when you purchase the phone. Then you would change from your old phone to your new Flip the same way you otherwise would. Best Buy folk should be able to help you with that process.
