Yes, but in a limited capacity. It is very cumbersome to use with out the app. This device works with all flag ship Samsung devices from the previous 3 generations and with IOS. You can also use it on any other android device via the Google Street View app, however you can not control the light settings through the Street View app. The least expensive device to use solely for the app would be an iPhone SE or a Samsung Galaxy 6.
