It's considered an accessory kind of like a tablet. At&t charges $10/mo. to connect it to your data plan. Yes, you can make and receive calls if you've got the cellular capability turned on. Once you connect it to AT&T, you can call forward to the watch and leave your phone behind. The nano SIM card comes the activation of the watch. But again, activation isn't mandatory. You can just have it connected via Bluetooth. But then you have to have the phone with you for the calling/notification features to work.
