It will work with any Android phone to do that by Bluetooth. If you want the version with a sim card so that you can do that without a phone connected you need a carrier specific version. As of 11/22/16, Verizon has not announced it. The non-lte frontier has wifi and Samsung says you can make calls over WiFi with a compatible app, however I have yet to identify what app that would be.

And there's an LTE version which you can get through verizon adding this onto your plan which allows you to make/receive calls without the phone.
