Your references to "a dedicated #" and "sharing the existing # of my Samsung note 9" seem to indicate that you are under the impression that the watch can connect to a mobile phone network. It cannot. It connects to your phone via Bluetooth, and can also connect to WiFi networks, but is not capable of connecting to, for example, the Verizon, ATT, T-Mobile, or Sprint mobile phone networks. You can make calls using the watch, but only if it is connected to your phone via Bluetooth. Yes, you will get notifications from your phone via Bluetooth. You can also read and send text messages from the watch, but again, this only works if your watch is connected to your phone via Bluetooth. The watch syncs (again, using Bluetooth) with the Calendar on your phone, and displays event notifications. Some of the default apps use WiFi; for example, News Briefing and Weather both get updated information from the Internet via WiFi.

They are over twice the cost of the WiFi version, but they're available if that's what you're after. As to whether you can share your existing phone number or need a dedicated one, that's probably between you and your service provider.

Only a carrier specific gear (ie. Verizon. At&T and Tmobile) would work on a cellular network. This particular watch will connect to your home wifi or bluetooth devices and connect to your phone to recieve internet or connection to outside device. If looking for one that will work without a connection to other devices please look at carrier specific Gear. The carrier specific will work with a sim card installed at an addition monthly cost.
