There is the Gear S3 Model number 760 something, and the Gear S3 LTE (ATT or Verizon) . The ATT model is DM-R765A. Only THAT model can get a phone number from ATT, (Verizon has a different model number) meaning it can connect without the phone. ALL Gear S2 and S3 'connect' to a phone by bluetooth, only the LTE versions can also connect when out of bluetooth (and wifi connection) range by using a cellular connection. The watch is usally $50 - $100 more. So YES. By all means, no ATT is required, and the watch is quite capable. Most people own the non-LTE versions. Best phone match is Samsung, next is other Androids, but iPhone links as well (more limiting in functions).
