You need a pc or console... You cant just connect a keyboard to a monitor expecting it to act like a pc.

There would be no connections for peripherals as there is no activity they could perform only connected to a monitor. Your setup would be lacking the "brain," which is the PC. There are "all-in-one" units your friend may have been thinking of in which the computer is part of the monitor's body. That would not be the case for anything listed as a monitor, however.
