Yes, the phone is factory unlocked.

Refurbished: the phone looks like new, however it comes in an ordinary white box; there is no fast charger (only the 5V charger) nor the Samsung Smart transfer cable. I purchased the phone about 3 weeks ago, no issues so far ...

They are unlocked and you can put any sim card in it and the phone will change settings to get working for your carrier. There is no bloatware apps from carrier like att tmo verizon. Only with apps from Samsung. For refurbished am not sure but they come scratch free with original fast wall charger but not original charging cable.
