No, it needs to be connected to a WiFi network which allows it to broadcast.

Please try again later.It does broadcast it's own wifi, mostly used to setup the camera, but more than likely the software internally is not configured to allow you to directly connect (rather it continuously uploads to the cloud web address). You could perhaps spoof this web address to get it to send it to you instead, but this would require some advanced experience. New firmware on the camera has killed easy local access though.
