• It will work that way after it is setup, but you will need a to temporarily connect it to your WiFi network and set it with the app you download to your phone, from the website using a computer.

• It may work but I can't answer this with any remote authority. You'd have to have initial Internet connectivity to setup account, update camera firmware, setup motion detection locations, etc. What I don't know is if you can successful set everything up and then disconnect WiFi or not be in location that has WiFi if it would still record to the SD card. It might, it might not. Unfortunately can't be sure. You definitely would need Internet/WiFi connectivity for initial setup.
