Nope, no need to pay. You can use the "self monitoring" and have it send SMS. There is a great IDE addon, ADT-Tools that allow you to various functions like that and more.

Sorry, there was a problem. Please try again later.You don’t need to activate the ADT monthly service to use the system, you can simply connect it to your WiFi. The only alerts I’ve seen is if the alarm is triggered (motion sensor, open door / window). The application you’ll use on your phone is called Samsung SmartThings. I don’t receive text messages from this system, but it does notify me if the alarm is triggered through the SmartThings app, it appears on the phone as a notification.
