“Why is the indicator light blinking while charging a S3 watch and is not charging it?”

• I have this same problem. I believe because the watch has a more flat bottom it doesn't make a good connection with the dipped watch charging spit and does not work correctly. I don't believe the gear S3 is on the compatibility list.
