“Does it have the same photo quality as the regular full size SD cards for SLR photography? I want to use the adapter in my Canon SL1 SLR and then take the mini out and put it into my tablet for review.”

The stats on the card has no effect on the quality of a single image. It has a high storage capacity, it reads fast (for transfers), and it takes fast videos, which can improve the video quality. Weare taking 7.4 mb images with it, but that's more a function of the camera itself.

As far as I can tell, yes. I guess it would depend on the quality of your camera.
