Does the kit come with concrete anchors null

Yes it does. In the box there is a sleeve of all the bolts, concrete anchors if needed. Only thing it does not come with is heavy duty drywall anchors.

Yes it does. Really beefy plastic anchors that work with the lag bolts. There is a caution though - when mounted on concrete, they say the arm has to be centered on the bracket. You can't shift it left or right to center the mounting arm. I'm not sure why that's the case, they mention it many times in the instructions. The Sanus website would be a good stopping point for you.
