Yes, it can. I see that someone had suggested adding a handheld mic to it, that would work too but is not needed. The Blink 500 Transmitters' have a great omni mic that will pick up a subject well within 6" from the mic. They are also shaped well for handheld use.

Passing it around using the mic on the transmitter will probably make a lot of noise. It would work fine if you could get all the people to clip it onto their clothing before they speak.
