This is compatible with Windows. I use these frequently in a tri-camera + charging mobile OBS/Zoom rig on Surface Pro X's and Book 2's without any fuss.

Yes this is compatible with both my Lenovo Windows laptop with USB-C port and my Apple MacBook Pro laptop with USB-C. I hope this answers your question.
