“There are no holes in my handle bar post...is this a defect?”

No… u just tighten it in place with the supplied lever

The handlebar post does not require holes like the seat post does because unlike the seat post it does not have to carry your body weight. You simply tighten the handlebar adjustment bolt down firmly against the post and it will stay in place.
