Yes, you can set the transmitter to any frequency in the FM band.

No, the instructions stated you were able to but the dial never changed channels.

Yes press the CH button and you should see the LED display flashing when it does (may have to hold down the CH button, sorry don’t have the manual in front of me) then you can skim stations using the wheel
