“How long to fully charge from new? This has been plugged in all day. At first it was flashing the 4th light for about 3 hours. For the past 6 hours it's flashing the 3rd light now. I'm using a wall USB plug with supplied cable.”

It may take longer than a day for the jump starter to fully charge. There are different variables that can affect the length of charge time such as the battery health and the amperage output of the charger you are using to charge the jump starter.
