This works with a Surface Pro 3. I am running windows 10 on mine and it works just fine. I also hear lots of horror stories about this brand of portable hard drives. I would recommend getting a Western Digital My Passport portable hard drive. Great reviews on those. Hope this helps!

Yes. Any USB 2.0 or USB 3.0 port.

Since the Surface Pro 3 is the full version of Windows 8, I see no reason why it wouldn't work with it. The only possibility is that it might draw too much power than the Surface can provide. If that happens, a powered external hub would solve that problem.
