That is correct; after connecting the USB drive to your PS4 you will need to navigate to the storage settings and format it but that is all pretty straightforward. I just followed the instructions that came with the HDD.

You just have to plug it in and change the setting in the PS4 that makes all your game application data save on the external hard drive. Your game saves however only save on your PS4. It comes with directions that explain what to do. My stepson is a user and he downloads games that he owns and I am able to play them

You now have 2.5 TB or 3TB total now. On that system, yes. They talked being able to “take” this to a friends house and play your games if you log into their system. You would play on your account on their system.
