“Can I turn off my PlayStation fully (not rest mode but “turn off”) while hard drive is is connected or do I have to properly disconnect hard drive and then turn off ps4?”

I just leave it plugged in and ps4 in rest mode in case of any updates. That will allow it to download automatically

No. You can leave hard drive connected and turn off PS4. Once you've connected hard drive leave it connected. Doesn't matter what mode you leave your PS4 in.
