• No, the PlayStation will turn off the hard drive when the ps4 turns off. In the event you have a sudden loss of power is when the hard drive will need to be repaired on boot up. The repair process is automated and you don’t have to do anything for it.

• its safe to turn off whiles its connected, just dont unplug the drive from the ps4 whithout clicking 'stop using this drive' first.
