Generally speaking USB3.0 devices are downward compatible to USB2.0, maybe even lower. The difference is that they can only move data at the speed of the USB port they are connected to. But if you are loading from a USB2.0 port and restoring with a USB3.0 port then you will get the advantage of the faster speed. For example copying data or backing up from an older computer to a newer one. I hope this helps.
