Yes. It will also reach it's top speed. Going up high hills might slow it down a bit but you should be good to go.

The Segway eMoped C80's recommended payload is up to 220 lbs. You can still ride on it! It can still accommodate more than that as long as the user acknowledges that it may hinder the motor's capability (speed and battery may be affected).
