What are the brakes? null

Scoter uses regenerative braking to slow it down. Meaning - it uses the motor to slow down. Nowhere as powerful as a disk brake. The secondary 'brake' is your rear foot stomping on the rear splash guard (its in the manual), which takes a lot of practice. I have had a number of 'rear-enders' with bike who can brake and I can't.
