I consider it an inconvenience rather than a problem as I usually shut phones down to save battery life. You may try pausing your source which may maintain your connection

Once you bind a device to another device it should be permanent and when you turn those devices off and back on they should recognize as being bound, this is for anything that is bluetooth or Intell you bind it to another device. Some bluetooth devices can be bind to multiple devices and will ask you which one you want to connect to when you turn it on, such as my Bose bluetooth earbuds. I would check for settings on your Note if everything is fine I would probably contact Best buy and get a replacement.
