I haven't tried this specifically, but you should be able to. When you create a scene, you can edit it with commands for any device. In this case, you could set it to turn on the TV and cable box, pause, and then send the channel number. The remote is smart enough to know that if the TV and cable box were already on from the prior activity not to turn them off. To be sure, I'd suggest reaching out to Sevenhugs directly.
