• Yes it does. The on/off switch has 3 positions - off, on without the roller brush and on with the roller brush. If you are not using on carpet then use without the roller brush.

• It does an awesome job on carpet. I prefer to use a regular broom and dust pan on my hard floors, but it has nothing to do with the competency of the vacuum.
