• no, it doesn't move up and down, there is a slide on the wand that changes the air draw.

• I find the vacuum to work very well on hardwood and carpets (rugs). Though it does not include high low settings for carpet types it does have a neat adjustment for the suction. Which I think is a great feature.

• The vacuum has two settings. Hard floor or carpet. Seems hard to push on low shag carpet.
