“Hey how does it work without vacuuming floor does it suction small or just scrub?”

It says in the very first part of the instructions: make sure and throughly vacuum any area you are going to clean. Especially hardwood floors. It says to vacuum corners and floor boards as well. Clean or low places. You may need to vacuum twice. If you don’t do this First all you will be doing is spreading dirt and dust all around. After thoroughly. Vacuuming then you are ready for the scrubber.
